Therefore, the <strong><em><a title=\"Council of Europe\" href=\"https:\/\/www.europewatchdog.info\/en\/council-of-europe\/\">Council of Europe<\/a><\/em><\/strong> invited its member states to give thought to the matter.<br \/>\n&nbsp;<\/p>\n<p>Within the framework of its <strong><em>Chairmanship<\/em><\/strong> of the <strong><em><a title=\"Committee of Ministers\" href=\"https:\/\/www.europewatchdog.info\/en\/structure\/committee-of-ministers\/\">Committee of Ministers<\/a><\/em><\/strong> (Nov. 2009-May 2010), Switzerland organised a High-level Conference on the Future of the European Court of Human Rights in Interlaken in 2010.<\/p>\n<p><a href=\"https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/01\/Europarat-Ministerkonferenz.jpg\"><img decoding=\"async\" class=\" wp-image-4740 alignright\" style=\"border: 1px solid black;\" src=\"https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/01\/Europarat-Ministerkonferenz.jpg\" alt=\"\" width=\"230\" srcset=\"https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/01\/Europarat-Ministerkonferenz.jpg 2000w, https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/01\/Europarat-Ministerkonferenz-300x206.jpg 300w, https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/01\/Europarat-Ministerkonferenz-1024x706.jpg 1024w, https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/01\/Europarat-Ministerkonferenz-560x386.jpg 560w, https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/01\/Europarat-Ministerkonferenz-260x179.jpg 260w, https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/01\/Europarat-Ministerkonferenz-160x110.jpg 160w\" sizes=\"(max-width: 2000px) 100vw, 2000px\" \/><\/a>At the conference, co-hosted by Swiss Federal Councillors Mrs. Eveline Widmer-Schlumpf and Mrs. Micheline Calmy-Rey, the Ministers of Justice of the member states adopted a declaration, which formally charged the Committee of Ministers with the reform of the Court.<br \/>\n&nbsp;<br \/>\n&nbsp;<br \/>\n&nbsp;<br \/>\n<strong>Interlaken Process<\/strong><\/p>\n<p>Since 2010, within the framework of what came to be known as the <em>Interlaken Process<\/em>, three further high-level conferences on the future of the European Court of Human Rights were convened. These conferences &#8211; 2011 in Izmir, Turkey; 2012 in Brighton, UK, and 2013 in Oslo, Norway &#8211; were held in order to identify the means to guarantee the long-term effectiveness of the <strong><em>Convention<\/em><\/strong> system.<\/p>\n<p>During the 4th conference, held 2015 in Brussels, Belgium, the Ministers of Justice of the Council of Europe member states adopted an Action Plan aimed at strengthening the <strong><em>implementation of the judgments<\/em><\/strong> by the member states.<\/p>\n<p>The 5th &#8211; and final &#8211; conference was organised in Copenhagen within the framework of the Danish Chairmanship of the Committee of Ministers: in April 2018, the Ministers of Justice adopted a declaration concerning the reform of the European human rights system.&nbsp;<br \/>\n&nbsp;<br \/>\nLink to the Council of Europe publication <a href=\"https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2021\/05\/Interlaken-process.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><em>The Interlaken Process (pdf)<\/em><\/strong><\/a><br \/>\n<span style=\"font-size: 80%; text-align: left;\"><br \/>\n_<br \/>\nPhotos Interlaken Conference \u00a9 Conference Service EDA<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Interlaken Conference In order to increase the efficiency of the European Court of Human Rights (ECHR) and ensure its functioning in the future, further measures than those specified in Protocol No. 14 were needed.
