Every signatory state appoints one or more experts to the committee and has one vote.<\/p>\n<p><a href=\"https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/03\/Londonanschlag1.jpg\"><img decoding=\"async\" class=\" wp-image-4100 alignleft\" style=\"border: 1px solid black;\" alt=\"\" src=\"https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/03\/Londonanschlag1.jpg\" width=\"250\" srcset=\"https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/03\/Londonanschlag1.jpg 450w, https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/03\/Londonanschlag1-300x193.jpg 300w, https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/03\/Londonanschlag1-260x167.jpg 260w, https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/03\/Londonanschlag1-160x103.jpg 160w\" sizes=\"(max-width: 450px) 100vw, 450px\" \/><\/a>Mandated by the <strong><em><a href=\"https:\/\/www.europewatchdog.info\/en\/structure\/committee-of-ministers\/\" title=\"Committee of Ministers\">Committee of Ministers<\/a><\/em><\/strong>, the CODEXTER identifies priority elements for intergovernmental legal cooperation; proposes areas for action in the field of terrorism; conducts activities in this area and advises the <strong><strong><a href=\"https:\/\/www.europewatchdog.info\/en\/structure\/committee-of-ministers\/\" title=\"Committee of Ministers\">Committee of Ministers<\/a><\/strong><\/strong> on all questions regarding terrorism.<\/p>\n<p>&nbsp;<br \/>\n&nbsp;<\/p>\n<p>With this purpose, the CODEXTER<\/p>\n<ul>\n<li>prepares country profiles on counter-terrorism capacity (these profiles provide information on the legislative and institutional capacity of a state to fight terrorism)<\/li>\n<li>identifies gaps in international law and action against terrorism, and proposes ways and means to fill them<\/li>\n<li>promotes the implementation of the Council of Europe conventions applicable to the fight against terrorism<\/li>\n<li>offers experts a platform for the exchange of views and best practices<\/li>\n<\/ul>\n<p><b>\u00a0<\/b><br \/>\n<b>Conventions drafted to fight terrorism<\/b><\/p>\n<p>In order to fight terrorism comprehensively, the <strong><em><a href=\"https:\/\/www.europewatchdog.info\/en\/council-of-europe\/\" title=\"Council of Europe\">Council of Europe<\/a><\/em><\/strong> has drawn up several <strong><em><a href=\"https:\/\/www.europewatchdog.info\/en\/international-treaties\/\" title=\"International Treaties\">conventions<\/a><\/em><\/strong> as well as additional protocols, some of them directly linked to terrorism, some of them related to the issue.<\/p>\n<p><a href=\"https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/03\/Coe-Terrorism1.jpg\"><img decoding=\"async\" class=\" wp-image-4101 alignright\" style=\"border: 1px solid black;\" alt=\"\" src=\"https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/03\/Coe-Terrorism1.jpg\" width=\"150\" srcset=\"https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/03\/Coe-Terrorism1.jpg 392w, https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/03\/Coe-Terrorism1-199x300.jpg 199w, https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/03\/Coe-Terrorism1-260x390.jpg 260w, https:\/\/www.europewatchdog.info\/wp-content\/uploads\/2014\/03\/Coe-Terrorism1-160x240.jpg 160w\" sizes=\"(max-width: 392px) 100vw, 392px\" \/><\/a>Conventions on terrorism:<\/p>\n<ul>\n<li>European Convention on the Suppression of Terrorism (CETS No. 090)<\/li>\n<li>European Convention on the Prevention of Terrorism (CETS No. 196)<\/li>\n<li><strong><em><a href=\"https:\/\/www.europewatchdog.info\/en\/treaties_and_monitoring\/money-laundering\/\" title=\"Money Laundering\">European Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism <\/a><\/em><\/strong>(CETS No. 198)<\/li>\n<\/ul>\n<p>Conventions related to terrorism:<\/p>\n<ul>\n<li><strong><em><a href=\"https:\/\/www.europewatchdog.info\/en\/treaties_and_monitoring\/cybercrime\/\" title=\"Fight against Cybercrime\">European Convention on Cybercrime (CETS No. 185)<\/a><\/em><\/strong><\/li>\n<li><strong><em><a href=\"https:\/\/www.europewatchdog.info\/en\/treaties_and_monitoring\/money-laundering\/\" title=\"Money Laundering\">Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime <\/a><\/em><\/strong>(CETS No. 141)<\/li>\n<li>European Convention on the Compensation of Victims of Violent Crimes (CETS No. 116)<\/li>\n<li>European Convention on the Transfer of Proceedings in Criminal Matters (CETS No. 073)<\/li>\n<li>European Convention on Mutual Assistance in Criminal Matters (CETS No. 030)<\/li>\n<li>European Convention on Extradition (CETS No. 024)<\/li>\n<\/ul>\n<p>&nbsp;<br \/>\n<b>European<\/b> <b>Convention on the Prevention of Terrorism \u00a0<\/b><\/p>\n<p>Chief among the conventions drawn up to fight terrorism is the <i>Convention on the Prevention of Terrorism<\/i>\u00a0 (CETS\u00a0No. 196). It entered into force in 2007 and aims to strengthen the member states in their efforts to prevent terrorism by<\/p>\n<ul>\n<li>establishing as criminal offences certain acts &#8211; for example public provocation, recruitment and training of people with the aim of letting them commit terrorist acts &#8211; that may lead to the commission of terrorist offences<\/li>\n<li>reinforcing cooperation on prevention on a national as well as an international level<\/li>\n<\/ul>\n<p>In addition, the convention contains a provision on the protection and compensation of victims of terrorism.<\/p>\n<p><b>\u00a0<\/b><br \/>\n<b>Monitoring<\/b><\/p>\n<p>In 2010, the CODEXTER set up the <i>Group of Parties<\/i> <i>to the Convention on the Prevention of Terrorism<\/i> which serves as a <strong><em><a href=\"https:\/\/www.europewatchdog.info\/en\/treaties_and_monitoring\/\" title=\"Treaties and Monitoring\">monitoring mechanism<\/a><\/em><\/strong> to the convention. Following its rules of procedure, adopted in 2012, the Group of Parties will, in a first step, evaluate the implementation of the convention through \u201cself-assessment\u201d contributions, submitted by each member state on a regular basis.
