On 10. December 1951, Konrad Adenauer, Chancellor and Foreign Minister of the Federal Republic of Germany, addressed the Consultative Assembly of the Council of Europe in Strassburg.<\/p>\n

Translated extract of the speech:<\/strong><\/p>\n “It is of great significance for the political development of Europe that here, in the organs of the Council of Europe, we have a platform on which the representatives of Europe meet regularly, discuss their worries and anxieties, their desires and their hopes, a platform where they try to establish common criteria for evaluating their requirements, and where, in general, they co-operate with one another in a spirit of fairness and of good neighbourliness. In other words, here we find an expression of the European conscience. And it is also greatly significant that here, at any rate, there is a place where almost the whole of Europe gathers together, despite all the different shades of opinion that have shown themselves in our efforts to achieve closer organisational co-operation. European policy in every country will ultimately receive its impetus from the collective will of the European peoples. But nowhere is this so manifest as a collective will as it is in the Council of Europe.<\/p>\n It must be admitted that the Council of Europe is not the only organisation by means of which European policies are being formed and European realities are created. Beside it there are the policies of the governments which, in greater or lesser completeness, supported by their national parliaments, are taking steps towards the realisation of the European community. I am not thinking only of the Organisation for European Economic Co-operation, but of the steadily increasing number of plans that have been put forward. Only when we include in a general survey these various efforts and what is coming to pass in Strasbourg can we get a complete picture of European policy. The essential function of the Council of Europe is, indeed, to see that the consciousness of, and the will to achieve, a European community never slumbers.”<\/em><\/p>\n <\/p>\n Extract of the original speech in German<\/strong>:<\/p>\n “Es bedeutet viel f\u00fcr die politische Entwicklung Europas, dass wir hier in den Organen des Europarats eine Plattform haben, auf der sich die Repr\u00e4sentanten Europas regelm\u00e4\u00dfig begegnen, ihre Sorgen und N\u00f6te, ihre W\u00fcnsche und Hoffnungen austauschen, gemeinsame Kriterien f\u00fcr die Bewertung ihrer Bed\u00fcrfnisse zu entwickeln versuchen und \u00fcberhaupt in einem Geiste der Fairness und der guten Nachbarschaft zusammenarbeiten – mit anderen Worten: Wir haben hier das europ\u00e4ische Gewissen. Nirgends aber dr\u00fcckt sich dieser Wille als gemeinsamer Wille so sichtbar aus als im Europarat.<\/em><\/p>\n Es ist zuzugeben: Der Europarat ist nicht der einzige Rahmen, in dem sich europ\u00e4ische Politik vollzieht und in dem europ\u00e4ische Realit\u00e4ten geschaffen werden. Es gibt daneben die Politik der Regierungen, die in mehr oder minder gro\u00dfen Vollst\u00e4ndigkeit, gest\u00fctzt auf ihre nationalen Parlamente Schritte zur Verwirklichung der europ\u00e4ischen Gemeinschaft tun. Ich denke an die Organisation f\u00fcr Europ\u00e4ische Wirtschaftliche Zusammenarbeit und an andere Pl\u00e4ne. Erst wenn wir alle diese Bem\u00fchungen zu dem hinzuf\u00fcgen, was hier in<\/em><\/p>\n Strassburg geschieht, gewinnen wir ein vollst\u00e4ndiges Bild des europ\u00e4ischen politischen Geschehens.
