There are, however, always people who spoil the fun for us regular citizens: Criminals, who use IT to forge, lie and cheat without regard to anyone as well as terrorists<\/a><\/em><\/strong> and members of organised crime groups, who – through the use of modern technology – become a threat to the whole world.<\/p>\n

For this reason, the Council of Europe<\/a><\/em><\/strong> is fighting cybercrime systematically, on the basis of its Cybercrime Convention<\/a><\/em><\/strong> as well as through its capacity building programmes. One of them is quite aptly named Octopus, because although the octopus sits in Europe, its tentacles – thanks to the parties to the convention – reach as far as the US, Japan and Australia.<\/p>\n
