Partial Agreements

The Council of Europe’s Partial Agreements are not based on an international treaty, but constitute a special form of cooperation between some of the member states of the Council of Europe, where the signatory states commit themselves to partake in a specific joint project.


Enlarged Partial Agreements

The Enlarged Partial Agreements of the Council of Europe are not only open for signature to the organisation’s member states, but also to other countries and intergovernmental organisations, provided that they are prepared to support the project in question and comply with the stipulations set out in the agreement.
