Congress of Local and Regional AuthoritiesThe Congress of Local and Regional Authorities is a consultative body of the Council of Europe.

It consists of a chamber of Local authorities and a chamber of Regional authorities, whose all in all 324 delegates (plus 324 substitutes) are elected members of local or regional political bodies in their respective countries.

The Congress is striving to strengthen the cooperation between the Council of Europe member states and to promote civic rights and liberties at the local and regional level within its member states. In this context, the Congress provides the Committee of Ministers with valuable input.

The Congress holds plenary sessions in Strassburg twice a year and its members engage in the following three committees:

  1. Monitoring committee
  2. Governance committee
  3. Current Affairs committee
